 The solemn EMBLEM OATH on absolute TRUTH in GOVERNING CONDUCT for united India confined to I.C.U. The truthfulness captivated in EVIDENCE structures also lost in the games of constitutional SOP’s in post British Republic- Remodeling must for healthy & longer life of the country!

The Emblem for India has four Asiatic lions standing back to back – symbolizing power, courage, pride, and confidence – mounted on a circular abacus. The Emblem for country i.e. INDIA, adopted in 1950 depicted only three lions, the fourth being hidden from view. The wheel appears in relief in the centre of the abacus, with a bull on the right and a galloping horse on the left, and outlines of Dharma Chakras on the extreme right and left.

India became officially Republic on 26th Jan 1950, though British handed over the charge on 15th August 1947. Pandit Chakravarti Rajagopalachari, an Indian lawyer by profession, born in the village of Thorapalli, now the Krishnagiri district of Tamil Nadu, was first Indian Governor General for India, who functioned as such from 1948 to 1950. He later served as Union Home Minister from 1951 to 1952 and Chief Minister of Madras state from 1952 to 1954. The New India, a country for territories other than carved out as Pakistan, was TAILORED by lawyers in practice for politics like; Pandit J.L.Nehru ,Great Pandit for politics- otherwise from Banaian race, Mr Mohan Das Karam Chand Gandhi, Pandit Chakravarti Rajagopalachari, Pandit J.B.Patel. They deprived participation of REAL COMMON HEROS who were ground base strength in struggles for TITLED slogan FREEDOM from British Crown. The MISSION of Srd Bhagat Singh & his team was to GAIN FREEDOM from all kind of human EXPLOSIVENESS from SYSTEMS, INDIVIDUALS or BUSINESS CORPORATE for those times like; TATA–BIRLAS. They were alleged to been working as fund Managers and carried great influence for selections of politically governing positions.

Politically intellectual & legally confident finalized basic structure for the constitution book between 1947-50 leaving personal imprints. The impressive EMBLEM design, quite convincing to general public, containing matter that “Truth Alone Triumphs” in Republic of New India for post British times was a good IDEA. The fundamentals on how the ‘solemn declaration’ may have to be met with when put to practice was not genuinely constructed. D. Deve Gowda for 1996–1997. Sardar Parkash Singh Badal in 1997 being the Chief Minister Punjab organized a meeting with the than Prime Minister of India.

The than Finance Minister of India was seated next to the P.M. The Punjab Chief Minister & Finance Minister spoke quite on length for the kind of financial difficulties & other Challenges to be met by the state referring discrimination meted out to PUNJAB with supportive plethora of EVIDENCE .The central F.M. is reported to have pulled out paper napkin, penned a line for P.M sharing his VIEW POINT. The P.M. taking lead announced SOLUTION TO PUNJAB DIFFICULTIES. The conclusive message read out was,” “OK, we have heard, will consider sympathetically and let you know” & the meeting ended. The assured response remained under considerations in the following years. The team of political leadership & bureaucracy present there were all bewildered on coldest response after they having prepared petition for Punjab with formal data tin a hope for getting some immediate relief .The State in such circumstances may have to borrow to run the day to day affairs with intermittent cries seeking legitimate normal support .

There had been a few good gestures during the tenure for Mr I.K.Gujral when the Delhi bureaucratic set up tried to oppose Punjab like past conduct. The Project on Science City for Jallandhar & some financial relief within reach was conspired to be scuttled but Mr Gujral succeeded in exercise of his powers. Some influential being part of Government stated that Srd Manmohan Singh being P.M. refused to entertain certain adversary kind of steps proposed for Punjab by politically unfriendly subjects positioned in Delhi. He unfortunately could not succeed in getting ‘JUSTICE for 1984 GENOCIDE’ settled judicially with injection of his Executive powers. Many undercover & legitimate STATE ACTORS contributed failure on JUSTICE FOR VICTIMS OF JUNE/OCT 1984. They ensured non movement or non availability of ‘EVIDENCE’ to the doors of ‘COURT OF LAW’ in India. The courts for most of them times for normal functioning conveys impression to have been turned out to be ‘COURTS OF RECORDS’ by abandoning path for functioning as ‘COURTS OF JUSTICE’.

The interstate mixture of unethical contents, post 1947 constitutional formula reveals EVIDENCE act turned a tool in realization of individual targets by a person/ state or central apparatus. The EVIDENCE are manufactured, concealed, destroyed, delayed with support of system operators to benefit or damage against the very spirit of solemn affirmation to the Indian EMBLEM .It was co incidence being present in the High Court in December 2013 when respectable judge (retiring in Dec 2013), while giving benefit to evidence to a party recalled back who already had moved to the exit door.”Mr so & so, it is because of the evidence you stand to benefit but we know that you otherwise have swallowed funds & retained possession of property against real conditions of facts”. The gentleman remained mum & walked away .This was a small episode to witness apprehensions for misuse of evidence crafted by resourceful actors of the society or the might of state itself.

Therefore, the front picture in EMBLEM for desirability to practice ‘TRUTH’ in fulfillment to the spirit of preamble has turned out to be only a marketing or publicity tool for INDIA. Adjudicated result of TRUTH is completely based on ‘EVIDENCE’ which may be in the category of GOOD/BEST /TRUE or CRAFTED one brought forward by individual litigants or State. India is famous to be COPY CAT for anything & everything thus Evidence creation is not at all difficult for them when money/muscle power is active player for the cases before courts. There are times when natural/re constructed/planted category of EVIDENCE is brought forward in benefit to the operators for ‘X’,’Y’ reasons, projected to be necessary on the name of national security/insecurity landscapes presented! The EVIDENCE may relate to civil, criminal or administrative necessities for litigants or between state & central operations. The constitution for the Republic of India states “Satyameva Jayate” “Truth Alone Triumphs” but the book of constitution may unfortunately not be able to speak at its own, neither cry that; “TRUTH” has turned out to be an exclusive luxury for class category ‘A, ‘, B’ or ‘C’ & not meant for all common Indian natives, especially not for a tiny states like PUNJAB which has only representation for 13 against total of 543.

Indian REPUBLIC in HEART OF HEART is aware that they have not allowed PUNJAB to be heard with compassion since birth for NEW INDIA in 1947 or REPUBLIC TIMES for 65. The FUTURE, if continue as such & wish GOD may not create Natural or Geological CHALLENGES for our land to discipline ARROGANT ,CORRUPT ,DISHONEST CONSCIOUS part of us .The value for PUNJAB in those circumstances may be at TEST again like past 1947/1962/1965/1971/1984. Punjab may stand to help their own co citizens if fell to crises. Punjab continues a wish for best Social Environment in India for coming times. But other INDIA may have to respect PUNJAB struggles in re shaping of peoples’ own democratic NATION than to present status for being just a country for a group of states with FAKE kind of VALUES, resulting in an ACADEMIC LAB OF DEMOCRACY. People need to compel Government to bring changes & to start with quality in OATH ceremony contents for occupants of Government authorities. India may reattempt preparing larger team of system operators believing TRUTH & ONLY TRUTH to the mother concept in emblem. The remodeled sample proposed is by making it compulsory for every Authorities & Employee working in State/Central set ups before symbolic sign for Power, Courage, Pride, and Confidence loose sheen:

Charter for every Govt. Officer/Employee sworn & displayed in their office ; I ……….swear ( as of above contents) to attend all believing equal rights ,without personal weight age to caste / poor / rich social positioning and that I will faithfully and impartially discharge and perform all the duties incumbent on me, according to the best of my abilities and understanding, will behave as a good civil servant/employee should do, that I will be careful, honest and reliable and that I will do nothing that harms the prestige of the office. So help me …….my Guru / Almighty!
